About 80% of school-age children are covered by group work and extracurricular activities.
Terms of program implementation: November 2015 – December 2016; from the 2015/16 academic year, mandatory compilation of the state final attestation in a foreign language was introduced (order of the Ministry of Education and Science of 16.09.2015 № 940 “On conducting the state final attestation of students in the general secondary education system in the 2015/2016 academic year ”); The Ministry of Education and Science together with the international publishing house MM Publications conducted a trial test in English for eleventh-graders in order to prepare the relevant tasks for the STA 2016.
Conditions are being created for the introduction of multilingual education – together with the international non-governmental organization PATRIR, education authorities of Chernivtsi, Odessa, Zakarpattia regional state administrations with the support of the Ministry of Foreign Affairs of the Republic of Finland held seminars, trainings , consultations in mm. Kyiv, Odesa, Uzhhorod, Chernivtsi with the participation of international and national experts on the introduction of multilingual education in educational institutions. The educational and material base of educational institutions, which are defined as basic in conducting the All-Ukrainian experiment “Formation of multilingual students: progressive European ideas in the Ukrainian context (2016 – 2021)” has been replenished.
Measures have been taken to involve Ukraine in the international comparative study of the quality of education PISA-2018.
On November 6, 2015, the Organization for Economic Cooperation and Development decided to join Ukraine to the International Comparative Study on the Quality of Education PISA-2018;
On November 11, 2015, a meeting was held between representatives of the Ministry of Education and Science, the Ukrainian Center for Educational Quality Assessment (UCEQ), the Institute of Educational Analytics and the Institute for Educational Content Modernization to create a project team and develop a preparation plan for PISA-2018;
The Ministry of Education and Science together with the Center developed a draft resolution of the Cabinet of Ministers of Ukraine “Some issues of Ukraine’s participation in the international comparative study of education quality PISA-2018”, which proposes to determine the responsible executor for the PISA -2018 study and provide funding for Ukraine’s participation in this study.
Measures have been taken to form a system of national-patriotic education in educational institutions.
The Concept of national-patriotic education of children and youth and the plan of measures for its implementation were approved. The concept is based on the traditions of Ukrainian statehood, the national liberation struggle of the Ukrainian people, civic consciousness, the ability to think critically and independently, to be active in defending their position and ready to defend the independence and territorial integrity of the Ukrainian state.
The All-Ukrainian children’s and youth military-patriotic game “Falcon” (“Jura”) is successfully implemented in educational institutions as the most effective mass patriotic event of the game form. The Ministry of Education and Science provided information and methodological support for the game, training of educators for the implementation of the game. Effective cooperation with public organizations has been established.
The Committee on National-Patriotic Education under the Public Council of the Ministry of Education and Science and the Council on National-Patriotic Education of Children and Youth under the Ministry of Education and Science (Order of the Ministry of Education and Science of Ukraine “On National-Patriotic Education in the Education System ”of July 16, 2015 No. 768).
The Ministry of Education and Science, together with the Institute of National Remembrance, has developed and recommended methodological recommendations for celebrating: Holodomor Anniversary; Reunion Day; Revolutions of Dignity; victory over Nazism in World War II 1939-1945.
An essential step to improve the patriotic education of student youth is to make changes to the curriculum “Defense of the Fatherland” for 10-11 grades of secondary schools (order of the Ministry of Education and Science of 17.09.2014 No. 1052). The updated curriculum has already been introduced into the educational process since the 2015/2016 academic year.
The work of out-of-school educational institutions has been improved.
Work has been carried out to preserve and form a network of out-of-school institutions that provide children with additional conditions for the development of talents, abilities, education of moral and spiritual values, involvement in research activities. About 80% of school-age children are covered by group work and extracurricular activities. The content of extracurricular activities is being reformed in order to strengthen the patriotic component of the educational process and civic education. In working with children, priorities are given to active forms of support for public initiatives, charitable and volunteer actions, student self-government.
Measures have been taken to reform vocational education.
The Cabinet of Ministers of Ukraine has submitted to the Verkhovna Rada of Ukraine a draft Law of Ukraine “On Vocational Education” (registration number 3231), the adoption of which will allow:
to ensure the efficiency of management decisions on vocational education and its financial support; strengthen the role of local executive bodies and local governments, employers in determining the directions and scope of training of skilled workers and middle managers, taking into account the needs of the labor market; to ensure the development of social partnership, consolidation of efforts of central and local executive bodies and local governments, educational institutions, employers, scientists and public associations in order to provide the labor market with skilled workers, increase funding and investment; provide conditions for advanced development of vocational education, creation of multidisciplinary, multilevel vocational schools that will train, retrain and improve the skills of junior specialists and skilled workers in accordance with the needs of the regional labor market and national needs.
Resolution of the Cabinet of Ministers of Ukraine dated 29.04.2015 No. 266 “On approval of the list of branches of knowledge and specialties in which higher education students are trained” reduces the number of specialties in which specialists are trained in higher educational institutions, which in turn will optimize the number of departments and administrative costs for their maintenance. The system of higher education is brought closer to the needs of the domestic economy and the labor market. Makes it comparable to various models of European and other leading countries, more flexible, competitive and adapted to the requirements of the world labor market.
MES takes appropriate measures aimed at coordinated optimization of the network of existing vocational and higher education institutions of I and II levels of accreditation, taking into account the development of the country’s economy and regional labor markets, as well as developing mechanisms and models of development in higher and vocational education systems.
84 modern educational and practical centers (advanced training) of VET were created.
Measures have been taken to reform the higher education system and implement the Law of Ukraine “On Higher Education”.
More than 20 normative legal acts have been approved, which determine the mechanisms of implementation of certain norms of the Law, and about 15 more are being approved by various executive bodies.
In order to increase the autonomy and financial independence of higher and vocational education institutions at the disposal of their own revenues and diversification of sources of own revenues, the procedure for placing higher and vocational education institutions on deposit accounts in banks is temporarily free of budget funds received for providing paid services (Resolution of the Cabinet of Ministers of Ukraine of August 26, 2015 No. 657), Procedure for placement on current accounts in public sector banks and use of own revenues of state and municipal higher education institutions, research institutions and cultural institutions received as payment for services provided by them according to the main activity, charitable contributions and grants, and control over the use of own revenues (Resolution of the Cabinet of Ministers of Ukraine of 02.09.2015 No. 719).
To ensure academic mobility in higher education institutions, the Regulations on the Procedure for Exercising the Right to Academic Mobility have been approved. It creates the necessary legal mechanisms and guarantees for the real international mobility of teachers and students (Resolution of the Cabinet of Ministers of Ukraine dated 12.08.2015 No. 579 “On approval of the Regulations on the procedure for exercising the right to academic mobility”) …
A new list of branches of knowledge and specialties in which higher education students are trained has been approved, as consistent as possible with the International Standard Classification of Education (Resolution of the Cabinet of Ministers of Ukraine of April 29, 2015 No. 266).
The issue of transfer of higher education applicants studying at the expense of the state (local) budget to other higher educational institutions to complete their studies at the expense of the state (local) budget has been settled (Resolution of the Cabinet of Ministers of Ukraine of 11.11.2015 No. 927).
A simplified system of recognition of foreign diplomas has been introduced (order of the Ministry of Education and Science dated 05.05.2015 No. 504, registered with the Ministry of Justice on descriptive narrative essay topics 27.05.2015 for No. 614/27059 “Some issues of recognition of foreign educational documents in Ukraine ”).
Regulatory legal acts regulating the procedure for electing the head of a higher education institution (Resolution of the Cabinet of Ministers of Ukraine of December 5, 2014 No. 726) have entered into force.
The Procedure for State Recognition of Documents on Higher Theological Education, Scientific Degrees and Academic Titles Issued by Higher Theological Educational Institutions was approved (Resolution of the Cabinet of Ministers of Ukraine of 1904.2015 No. 652).
Since 2015, the transition of higher education institutions to a new standard of maximum workload per one rate of research and teaching staff in the amount of 600 hours per academic year, which will gradually free up a significant resource of time for research, creative search for teachers, development of new educational activities.
The mechanism of approval of decisions on awarding academic titles and new requirements for applicants for academic titles in accordance with the Procedure for approval of decisions on awarding academic titles and samples of state documents on awarding academic titles (Resolution of the Cabinet of Ministers of Ukraine from 19.08.2015 No. 656 “Some issues of Article 54 Ukraine” On Higher Education “).
